For a steady state DC circiut P=EI
where
P=power in watts
E= Potential in volts
I=Current in amperes

from Ohm's I=E/R
where R = resistance in ohms

substituting and solving for E we obtain
E = SQRT (PR).

So what is the resistance of your circuit.

U cannot compare a millivolt and a watt.
A millivolt is used to measure potential difference in an electric circuit.(1000 millivolt=1volt)
A watt is used to measure power(1000 milliwatt=1watt)
