Deforestation and reclamation of hills and forests had increased the flow of water from hills to land. Otherwise there would have been more water seeping through soil and improving the underground water and springs. Many tanks in the countries were encroached by residents. Rivers and water ways are not desilted to allow flow of water in full. Dams and tanks are not maintained well-desilting and raising the bunds. The banks of the rivers were narrowed down by encroachments and river is spatting.

Heavy seasonal rains, obsttructions in outlet are the causes of flood. Before monsoon, removing sludge from rivers is the solution to this problem.

1.human interventions; agriculture, roads, de-forestation.
2. culverts, drains etc., of lower than acceptable capacity
3. changes in weather patterns (& maybe climate, too)


2 can be fixed in the short-term. but 1& 3 are complicated
