My doctor wanted to prescribe me medicine to lower the blood pressure as he said that a lower value of 90 is considered to be a bit too high already in nowadays terms.
He said if not treated it might impact the kidneys.
So you definitely have to watch out for it.
As for me, I refused to take the medicine because I was under a lot of stress back back then. One year down the road, it went back to lower levels. I'm not sure but it really might be related to a course that I attended, pretty much centering about William's Life-skills. It is indeed clinically proven that it can help to lower the blood pressure. There is also a book available. Unfortunately, right now I don't have the exact title at hand and the first name of that Mr. Williams. It might be something you want to consider before you start taking medicine. Applying the William's Life-skills has of course other benefits as well.
Btw, I was 41 and around 210 lbs..

According to the old standards, 130 is normal and 90 is borderline high blood pressure.

There are newer standards that are not really being used by the majority of the medical establishment yet... according to that, it is high.

The weight is meaningless without at least including a height. 195 is okay for a very tall person or someone who has a lot of muscle mass. If the person you are asking about is obese or not a chiseled speciman of a man, then they could definitely lose a few pounds.

I recommend that he sees his care provider and also start a regular exercise program with a large aerobic exercise portion.

Kids can be pretty cruel at those early teen years. What you can do is try to eat a healthier diet and talk to your parents about it. They are the ones who supply you with food, so why not ask them to supply healthy food? You could also grow into your weight over the next few years and slim out. The six pack thing probably won't happen until you hit high school because that's usually when your workout routines begin to show on your body.
