Are you wanting to know about books that are scheduled to come out?

There's an Internet site called "Publisher's Marketplace" that keeps track of publishing deals - so people that read that find out what books are under contract to be published in the next year or two.

Librarians and book reviewers also have sources for books that coming out in upcoming months. Sometimes (reviewers, especially) even get advance reading copies so they can be knowledgeable about the book before it comes out.

In terms of an individual book, I'd have to say the author must be the first to know. In terms of the history of books in general, I'd have to say priests, monks, scholars, etc.
