Make a flier and put it on the bulletin board or tape it on doors etc. Put it in dorm hallways. Tell what you tutor, your rates, your cell phone number and when you can tutor. If you want to be bigger you have to recruit tutors in different subjects and figure out how to collect from clients and pay the tutors. Very complex. Many departments will have a list of tutors they provide to students having trouble. Get on those lists. Word of mouth is the best advertising.
