do you have to know all the chords first or can you just make up the lyrics first and make the rhythm later?

Here's what I do as I'm writing the lyrics I sing them,and I keep using different rhythms until I get something that sounds right to me. The one thing you need to keep in mind is mood, if you have a sad song it wouldn't make much since for it to have an upbeat rhythm, same goes for happy songs, if it's happy don't give it a rhythm that sounds depressing.

If you mean knowing the chords in the song, then yes it would help, if you mean ALL the chords that exist, then no not really, but it could help, should ever decide to make changes

no, you can make up lyrics first than put the chords to them
You only need a 3 chord progression (say,, G-A-D) to get going with a song. Some of my little silly songs started with words than I just strummed around a bit til something struck my fancy. Good luck and keep rockin'! :)
