Blame your tear ducts. Toxins are released in tears when you cry, and your sinuses and eustachian tubes try to drain them away. Because of the toxins the nasal tissues are irritated and swell, making it hard to flush out the tears and mucus.
Wanna clear it up? Eat a jalapeno, that'll get things running.

When you cry, tears come out of the tear glands under your eyelids and drain through the tear ducts that empty into your nose. Tears mix with mucus there and your nose runs.

once you cry your tears drain into your tear ducts, and out by your nostril and down your throat. considering that we cry swifter than our tears can drain, the nostril finally ends up getting overflooded consequently blocked.
