Are really self conscious people just terribly self absorbed?

Some self-conscious people may feel intense shame because of something about them that others mock. If you've been ridiculed long enough, you'll become self-conscious because you're used to receiving such negative attention.
Other self-conscious people often think about how to impress everyone with their appearance and improve their public image; they are more likely to be self-absorbed.

To an extent. I think lots of emotional turmoil comes from focusing too much on your own problems and not concerning yourself with other people. Realising that the world goes on whilst we sre not there is a good way to gain perspective.

Having said that, there may be issues from their past which have made them self conscious, it's an interesting Q.

Could be an inferiority complex due to being put down all the time. Parents can condition you this way with comments like: "that's what you get for thinking", You'll never amount to anything", etc.

They may be going through stuff you don't know about. They may not feel comfortable with certain people and just don't want that much contact with people.
