I would like to know whether the "Natural wood forester pellet - organic" is suitable for Star Tortoise?

I would not use pellets since it does not promote the proper walking gait. I have seen tortoises with overgrown nails and it's unnatrual for them to walk in such a flowing, unstable substrate.

The Indian Star Tortoise prefer a dry environment with low humidity. Topsoil and children's play sand 50/50 mixture is very good. You can put some timothy hay on top of the substrate for them to hide and nibble on.

Or for a more natural habitat, they can also have a grassbed (outdoor enclosure), where they can nibble on the grasses.

Here is an excellent care sheet from World Chelonian Trust by chelonian vets/scientists:http://www.chelonia.org/Articles/Geleganscare.htm
