i just saw one in a magazine...the bottom hem must be sewn to an inner layer or something but the outside is longer so it kind of bubbles

It is a skirt with two layers, they are sewn together in a fashion that leaves the bottom looking like a bubble, they usually have a layer of netting between the two layers. The style is now very vogue, I don't know when it was ever here before and I'm 46....Wal-Mart carries several different styles, colors and lengths.

They were popular ... kind of... in the 90s. I don't have pics, but you can imagine it : This skirt does not have a cut edge. The fabric is folded twise and the edges are taken together and form the belt of the skirt. They look nice if you have long legs and slim waist.

The skirt where the bottom edge folds in is called a balloon skirt. And the long kinda crimpy skirts are broomstick skirts.

we used to put bubble skirts on cars back in the 50s and 60s. it went over the rear wheels.

a skirt that is a little poofier, and the bottom edges instead of just ending, fold under created a little curve at the bottom. it looks a little rounder normally so i guess that's why it's called a bubble skirt...

there are skirts with sort of like 2 layers, i never knew they were in fashion before, but i know that they are available at limited too.just ask one of the workers that work there and they will help u out.

It's like a skirt that folds under at the bottom giving the "poofy" effect, I guess. Not very flattering. I think they're ugly..
