I'm a coin dealer, and here's the CORRECT answer. A "restrike" is a copy of a genuine piece. It may have been a legal restrike authorized by the mint, or it may be an unauthorized restrike (counterfeit). The best way to tell if your piece is a restrike is to know what the genuine article looks like. it's a coin that is been pressed twice in the printing press...you should see an underlying imprint on the coin.
