51%. the conference committee, as explained by someone else, only happens if one house passes a different version of the bill from the other. for instance, this immigration bill. the bill from the senate is different from the house, so it will go to a conference committee for negotiators to hammer out a compromise. if the versions are the same, it goes straight to the president, and doesnt need to be voted on again by either house.

I'm a political science major and everyone on here is right by answering b. 51%. Once a bill passes both houses, it must pass through what is known as a Conference Committee made up of both Representatives and Senators. Then the final conference committee version of a bill must again pass by simple majority (51%) in both houses. Bill then lands itself on the President's desk for signature or veto.
