Yes we are responsible for the contracts, we can issue them to whomever we decide that it is in the best interest of Iraq and US to do so. So the French and anyone else who doesn't like it can just go bugger off.

well since the rebuilding contract went to KBR (A Halliburton company or at least was until recently) the yup its all down to you guys.
