That's a very good question. It could be either one for me. Magneto is a very powerful mutant, but all he's good at is controlling metal. The hulk is by far one of the strongest hero's but when he is hulked up he does not really have control over what he does. He acts on anger. But if you were talking about the more evolved Hulk than he would have a better chance of winning. That one is in charge of what he does. Also it matters where the battle would be because if it is in the dessert than the Hulk because there is virtually no metal in the middle of no where. If in the city than MAYBE Magneto(again depends of which Hulk).

The Hulk would just continually get angrier and angrier and smash Magneto. The Master of Magnetism, Magneto would just tire himself out tossing metallic objects at the Hulk, who in turn would just brush aside anything tossed at him. Until he reached Magneto and crush him like an aluminum can.

Magneto HANDS DOWN He has already beaten Thor. Magneto can move buildings even hole cities and his force field is practically un inpenetrable.
HULK is too stupid to fight where there is no metal. Magneto would manipulate metal into razor sharp stabbing weapons and throw them at 20 times the speed of sound. He would rip hulk into pieces!!!

Magneto---powers of magnetism vs green gamma strength---if we have to "real world" about it then the mystical Magneto will win over the half thinking Hulk.

A number of people who have commented so far on this subject seem to have a very childish notion of what Magneto can do. They possibly seem to think that the Magneto of the live-action movies is the Magneto of the Marvel canon (what I call the "Bryan Singer" Magneto). That is a falsehood. Magneto of Earth-616 is THE Magneto and so I will use him in this battle. Magneto can dominate this battle due to the large amount of devastating options at his disposal.

Electromagnetic Radiation
Though Magneto’s primary power is magnetism, he can, with just a little more effort, generate and control all forms of electromagnetic energy. The Electromagnetic Force consists of electricity, magnetism, light, heat, and electromagnetic radiation. Electromagnetic radiation is interesting in this fight because the Hulk uses gamma radiation as his power source. It certainly would not be beyond Magneto’s power to drain significant levels of gamma radiation from the Hulk at the start of the battle and judiciously throughout, thereby keeping the brute off-balance at least. If he committed his entire effort into a single gamma radiation-draining offensive, then it would be possible for Magneto to completely drain the Hulk, forcing him to revert to Bruce Banner.

Diamagnetic Mastery
Magneto’s mastery of magnetism extends to all its forms including diamagnetism. Diamagnetism occurs when one atom’s electrons generate their own magnetic field to counter any magnetic field applied to them. Thanks to all atoms having at least one electron present in its nucleus, practically all known matter is diamagnetic, especially water. The Hulk’s body is more than 60% water. Scientists have levitated a frog and s strawberry using magnetic fields due to the diamagnetic nature of the water inside them. Whilst the frog and strawberry were affected with a magnetic field of some 30 tesla, Magneto can generate a magnetic field of hundreds of tesla on a whim. When he lifted that 30,000-ton nuclear submarine from the floor of the Pacific Ocean (with the water inside the sunken vessel and the water pressure outside it adding significantly to its weight), he generated millions of tesla. Imagine all that energy directed at an easily diamagnetic structure like the Hulk’s body. I suppose launching the Hulk towards our sun (or Proxima Centauri) wouldn’t be so far-fetched in that light, eh?

Electric Blasts
Magneto’s genetic mutation has given him a nervous system far more resilient than an average human. This allows him generate and channel vast amounts of bioelectricity and ambient electricity. While it is safe to say that his electric blasts won’t kill the Hulk outright, it is another option he can use to wear down Hulk. This power leads to another, far more devastating option.

Electron Concussive Wave
When you slam electrons together, you get energy. When you slam 3 or 4, then you get a concussive wave capable of fusing sand into glass and leveling entire city blocks. Magneto can slam far, far more electrons than that and the destruction enveloping Hulk would be pretty close to apocalyptic.
