My mom is covering the bottoms of the trees with tape and it looks stupid I was wondering if there is any other way to keep them from scratching on them.

Get a cat scratching post and put in front of tress.

Get a stun gun. Every time you catch the cat scratching at the tree, give him a jolt. After the third or forth time he won't ever dare do it again. Note that, although this is immensely unpleasant, it does no permanent harm to the cat and leaves no marks on the cat for your neighbor to complain about.

There is a cat repellent that you must keep spraying. Perhaps they will find another scratching post while that one smells bad.

spray a little bleach water around them.Not to much though or you will kill the tree. This also keeps dogs from peeing on them..

Moth balls put them around the base of the trees.That should keep them away.Always worked in gardens.
