Yes and No. Many internet service providers (ISPs) don't like connection sharing for free. On the flipside, many ISPs don't monitor it or don't have any policies against sharing the connection. However, if you're sharing this connection without your Neighbor knowing, this can be illegal being that your Neighbor is paying for the internet service (provided that you're not sharing your connection with your neighbor).

So I would check with your Neighbor or your ISP (depending on who is sharing what with who) before doing anything. Fines and possible jail time isn't worth the risk of surfing the internet freely.

I see nothing wrong with you WILLINGLY sharing your connection with your neighbor. Your ISP will probably look down on this but they have no way of monitoring it.

As long as you know your neighbor has access to your network, I see nothing wrong with this. But, you may want to ask them to pay you something for using your network. But if you want them to be able to use it for free, well, that's your call.

Just make sure that you have WPA encryption enabled and be sure they have the password to the network. Here's where you might get into a little trouble. I wouldn't give my network password to just neighbors, I'd only give my password to best friends and I mean best friends that I would trust my life with. So, as long as you are that tight with your neighbor, go ahead and share your network with them.

As long as you know they have access and they know you are sharing it willingly then there is no problem.

Now, if they were accessing your network through illegal means well, then your neighbors could spend some jail time because this is a crime that is being taken seriously by many police departments. I believe they call it surrepticious access to a private computer network (well, in these parts they do).

Every TOS (Terms Of Service) prohibit transmission of residential DSL\cable outside the boundaries of the address the service is intended to be at.
But check your TOS for what your ISP will allow.

Only if your internet provider catches ya..also sharing wireless connection will slow your speed down some.
