Yes- just contact thier high commissions and you will be asked to do some paperwork.
You can crossover-no problem but this for land route only.You can not trek tothier territory.
You have to contact thier high commissions in your country and I am sure you will be taken care of.

It depends on the mood the Chinese are in at the given moment you want to cross. It is very difficult at times.
