It depends on if you believe the bible.
I believe in that statement-that ignorance is bliss,
but I do not believe that the Bible Belt is ignorant or blissful. They are blissful to believe that there is a heaven and have faith that they will belong to a better place one day.
Ignorance is bliss if it truly helps someone not go crazy with all the seriousness of everyday worries, relationships and life. Sometimes it is better not to know all of the answers, or we would all go crazy. :)

yes, people are generally more polite and smiling there than in big cities.
