its safe. the only things u need to worry about are a) cutting yourself and b) ingrown hairs. Im gettng this from a teen mag by the way....and u are supposed to exfoliate first as to decrease chance of ingrown hairs (pretty much zits) down there because thats just gross :S

It is safe pending your methods and where the hair is....be careful at creases and use razors which work well on the legs. Exfoliation is a decent idea.
