BGE (Baltimore Gas and Electric) is jacking up rates in Baltimore, but offering a gradual rate-increase plan that includes 5% interest over the next couple of years. I am considering moving out of the area within a year. Will I be ahead financially if I take the phase-in, or will they come after me and ask me to pay the difference?

My guess is that your answer rests in the fine print of any agreement you sign with the utility company. They should be able to explain their policy for dealing with an account in the type of situation you anticipate. Call their customer service department for clarification.
