a mobile would 00353 + the number less the first 0

The county code for Dublin is 01, but if you are calling Dublin from outside Ireland you need to add 353 than drop the 0. Also if you are calling outside Ireland you also will need to add another international dialing number. I know if you want to call Dublin from the U.S the number is 011 353 1

to call ireland dial 00 353, the area code for dublin is 01 so drop the 0 and just use 1 and the rest of the number.
