It could be a lot of things. It probably just means you're a late bloomer. It could be a deficit in male hormones. There's also a slight possibility that you might be intersexed. These individuals are born with ambigous genitila. I can't get into the specfics and the whys but the link below will take you to the full article. Basically what happens is that an otherwise normal baby is born with incomplete sex organs that resemble both sexes. Around the time you'd have been born doctors noramlly told the parents the best thing to do was operate and make you into a specific gender the doctor thought you would most likly resemble. However, it is very likely you'd need more than one surgery and possibly hormonol treatment to more closely resemble the gender picked for you. Again this is extremly rare and probably not the case at all, the only reason I mention this is because the parents of such children typically never told their children the whole truth as this was encouraged by doctors and so they lived until adulthood as whatever sex was chosen for them never knowing any better but with a sense that they were somehow different. When some of them have found out the truth it shatters them and is extremly traumatic to everyone involved (especially their spouse if they've married already). So ask your parents openly if there was anything about your birth they didn't tell you but again this is very rare, you probably just have a lower than usual level of testosterone.

Well although everyone is different so that some boys will have balls at 13 and some won't at 15, I'd ask to be seen by a doctor, just to make sure your testes are not undescended as this can lead to problems in later life.
I developed at about 15, but I started to get pubic hair at around 12-13. You may be given testosterone as a depot injection if your serum levels are low.

I am a physician, and I was a late bloomer. I was 4'8" in the 10th grade. It was humiliating to be so short and physically a boy. But, then it all happened and I matured in about 2 years. I think at this time you need to have some patience. If by the age of 15 1/2 you have not experienced any of the changes of puberty, then I would have your parents have you see a physician who specializes in adolescent medicine.

Dont worry to much about it, when you do reatch pubity you will see different changes in yourself. Some people only change when they are nearly 16-18 so you still have time. Dont worry what other people was and dont be embarassed in the changing rooms. Every one is different and just as well. It would be boring then. Go and speak to some one like a GP to get some information on pubity. Good Luck.

Well you shouldn't worry about your penis being small when it is not erect. Does it grow enough? Smaller not erect penises grow more than than bigger non erect penises. (like two inches could grow to 6 like 4 inches would grow to 6). You should enjoy your smoothness XP and don't worry, there's more time to develop. I still have a high pitch voice XP it has gotten better from when i was 15.

This is something that REALLY needs to be checked by your doctor. It could be a number of things, including your testosterone (male hormone) level being out-of-whack. The longer you wait, the more difficult it will be to correct. Furthermore, undescended testes are nothing to play with. There have been many, many cancer-related issues connected with this. I'm not trying to scare you, but this is something I would consider urgent! Go now!!! Let me know how you are doing. I'm concerned.

It all depends on when it's your time to go through puberty. Don't worry about it. When all your friends are complaining about erections at improper times, having to shave, and all that, just grin and say, "I am so glad not to have your problems."
The size of your penis or the amount of underarm hair does not make you a man.
