If you are using the standard type of CRT monitor the problem is probably in the guns in the crt or the circuit board in the monitor. The guns are what puts the pix on the screen. Each gun is one of the primary three colors and the mix of these put the colors on your screen. These guns can get a build up on them similar to mineral deposits around a faucet. This will cause them to function improperly and generate single colors like Red, Green, Yellow or Blue. Some times the guns can be Rejuvenated at a shop and get additional life out of it.
The other thing can be a component failure on the Chroma board in the monitor. This board has the driver circuits for the the three guns. One for each gun and are not the same as the program drivers you download.
Since you didn't say how old the unit is, it's hard to say whether to have it repaired or to buy a new one.

Check to see if the video cable that connects your monitor to your computer is not loose. I have had this problem when the cable is not fitted properly. If it is still having problems you may need to replace the cable or if it is connected to the monitor you may be stuck having to buy another monitor. Use another cable or monitor to make sure it is not your video card.

Check the plug at the back of the computer.
Make sure it's in all the way and none of the pins are bent.
If so, correct it and reboot your computer and turn the monitor off and back on.

thats the problem with ur monitor screen, specifically the CRT in it has got the problem so u need to get it fixed or else get a new monitor.
