Yeah, that's just not cool. Especially if that co-worker ever got in trouble for being lazy or not getting enough work done. Here YOU are slacking off, getting paid and not getting in trouble. I just lost my job on friday because they dissolved my position. There are others like me who could jump in you spot in a heartbeat because we'd actually be working on company time. You can be replaced. Remember that.

If you and your coworker have your own responsibilities at work which don't criss-cross and your boss doesn't mind you being online, I don't see the harm in it.
It would be nice to offer to help your coworker if you know how to do his or her work though, to lighten the load and prevent any possible future stresses to your professional relationship.

I sure think so. I've worked with people like that, and it is really frustrating. If you hate your job so much and don't care if you get fired, why don't you look for a different one that you would like? I'm sure that would be appreciated by the people you work with now.

Yes, but it doesn't matter that your coworker is working. It matters what your boss is paying you to do. Your coworker will probably just get promoted more quickly, and not get fired.
