As I learnt French at school, a French teacher was best. Someone who speaks the language will teach you more quickly and correctly.

The BEST way is to live among people who speak the language. That way, you learn not only the basic structure of the language (nouns, verbs, etc), but also the way it's supposed to be spoken...where the accents and stresses go.

The second-best way would be from a recorded instructional course (CD or cassette). That way, at least you can still hear how it's supposed to sound. Recorded media that's accompanied by written text is even more helpful.

The third, and probably least-effective, way is to learn throuh text alone.

Immersion. By living in a country where they speak that language you are exposed to it all the time. The best combination is to take language classes and live with a host family. That way you can practice what you are learning in the classroom with native speakers.

It's been found that "total immersion" is the fastest way to learn - where you are either in the country or the classroom and nothing but that language is spoken. You may not get the perfect grammer right off, but you pick up the words, thinking, and accent faster that way.

Practice, practice practice. Read a book, listen to audio tapes, take a course, find someone who speaks that language and get lessons from them, go to that country where the language is spoken, or just translate words and figure out the meanings from that.

As stated by others....by living in that country. However to be more specific take classes say Spanish in San Jose, Costa Rica and live with a Costa Rican family. You get formal education in the language plus you get to use it everyday with your host family and people you meet outside the classroom.
