First of all the statement is realy funny!secondly,no this is not true.putting a question mark in front of a statement which doesnt have interrogative language or words(why,what,when,etc.) doesn't make it a question.it will just be regarded as a grammatical error!

Technically, yes, but in this instance it would be as if you are repeating back with disbelief what someone just said; implied at the beginning of the sentence is "Did you say..."

Yeah, it becomes a question, because of the question mark! It still a statement, but with a question mark it is a question....

well, yea I guess so. Your example makes ppl go "I DONT KNOW!!!" Cuz of the question mark, but if it had an exlamation mark, then they'd go- "REALLY!!?" and did you see the question mark ther? Here, watch closely--- "REALLY!!?" haha, its right THER!!! any wayz, that shows there like saying really? and with excitement. I dunno how ppl learnt that like that, its odd if you think about it. Hmmm

yes, putting a quotation would make it into a question. so instead of saying that it happened, you would be asking if it actually was what happened.
