First of all the statement is realy funny!secondly,no this is not true.putting a question mark in front of a statement which doesnt have interrogative language or words(why, what, when, etc.) doesn't make it a question.it will just be regarded as a grammatical error!
hope i helped!

Technically, yes, but in this instance it would be as if you are repeating back with disbelief what someone just said; implied at the beginning of the sentence is "Did you say..."

Yeah, it becomes a question, because of the question mark! It still a statement, but with a question mark it is a question....

well, yea I guess so. Your example makes ppl go "I DONT KNOW!!!" Cuz of the question mark, but if it had an exlamation mark, then they'd go- "REALLY!!?" and did you see the question mark ther? Here, watch closely--- "REALLY!!?" haha, its right THER!!! any wayz, that shows there like saying really? and with excitement. I dunno how ppl learnt that like that, its odd if you think about it. Hmmm
well, that wuz fun. Now its over...thats sad. I KNOW---you gimme points (mmm-ten maybe) and then , IT will live on forever..MUAH! LOL, jk. BYE?
didja catch that? it wuz like , BYE(?) instead of BYE(.) or BYE(!) and that meens you getta say BYE! OR BYE. later if you wanna, with the points and....BYE?

yes, putting a quotation would make it into a question. so instead of saying that it happened, you would be asking if it actually was what happened.
sounds confusing. haha
get what im tryin to say?
