Do all computers come with the internet option and a certificate of authencity?

Not all computers, perse. But a lot of the newer ones come equipped with wired Ethernet and wireless Ethernet. Most come with the certificate as well--unless they're refurbished.

should, at least the COA, and some way to get on the internet, a modem, ethernet, if it is brand new
