if you think your fast enough then go for it. If people have to say are you chatting with another then its not polite. I hate slow chatters, but thats just me.

If you can manage it without the other person perceiving a delay, or if you have their permission, then it is not so bad. It is certainly not bad if you are both doing it and you have both mutually agreed it is okay.
If you do not tell them, and worse they are repeatedly waiting for you to answer, then it is not too nice. Then you are not respecting the proper use of their time, or pretending to pay attention to them while virtually ignoring them.
It depends on your relationship to them too. If they are your boyfriend or girlfriend, it is probably not too good an idea to chat with other people at the same time, even if there is some agreement it is okay. After all, some things demand a certain amount of exclusivity. In other words, they might get pissed off regardless of what has been agreed to beforehand.

As far as I know, everybody that regularly uses instant messaging, including me, does this.
I don't think it's rude, but it's not that polite either, specially when they take too long in replying.
