The residue seems to appear where previously wet and is feathery light, as it is hard to sweep up. I have scrubbed floor with water and bleach to no avail. It has returned.

I assume you have a 'smooth' finished garage floor.
This sounds like lime leaching up thru the concrete. Lime is one of the ingredients used in concrete, and will leach out, as moisture passes thru it. Quick check, use a little "Lime-away", or "CLR", on a small portion, and see how quickly it comes up. If either of those two common cleaners will take it up pretty quickly, it's a good bet it's lime.

If it is lime, leaching thru, then you have to stop the leaching. If it isnt much, then a concrete sealer may do the trick. If moisture is a serious problem, then you may need to install a drain around the perimeter, under ground, to draw off the excess ground moisture, before it gets to the point that it is coming up thru the concrete.

Just happened to think.... and this is rare, but I'll mention it anyway... if you have radiant heat installed in the concrete, those could be locations of leaks....then you've got a real chore on your hands...lol

what i did for my basement when this happened .. i put a cement sealer on it let it dry and have not had this problem any longer .. first vac the cement then then mop then put your sealer on or you can paint it .. you have two options
