The Congressional Record is the official record of the proceedings and debates of the United States Congress. It is published by the United States Government Printing Office, and is issued daily when the United States Congress is in session. It is similar to the Hansards that report parliamentary debates in the Westminster system of government

A written record is kept of everything that's said, proposed, voted on, etc in Congress and published daily. This is the Congressional Record.

However, not all things end up on the record. A Congressman can ask for sensative matters to be discussed "off the record".
