The momentum of the wind is not very big when applied to the mass of a human body. It won't overcome the force of static friction. You'll note that if you are in a high wind, you will lean into the wind a bit so that you can use the force of gravity to counter the force of the wind.

If you look at at floating soap bubble, a leaf or scrap of paper, you'll see evidence that the breeze has momentum.

The fluid is slowed down by your face, and the energy is changed into heat. Your momentum is changed according to the conservation of momentum.
