You're taking Polonius' advice out of context. Obviously, it is the business of a bank to loan money. You've quoted from an exchange in which a conservative FATHER is advising his SON to be cautious with his money. Nothing odd about it; it would be the equivalent of a parent telling an 18-year-old today not to max out the credit card...!
