It is possible you purchased the wrong battery or have a problem with the AC Adapter. Go to www.batteries.com and check the Dell model laptop you have to see what battery they require.
Your laptop will work well as long as there are enough amps. So if your laptop requires 3 amps and you use a 10 amp power supply you are cool. The voltage should be rated fairly close (but not necessarily exact) but the amps don't matter as long is they are equal to or greater to the specification.
If you have the right battery then the problem could be the AC adapter. it is low probablility, but it is possible the charging system in your AC adapter is not working, thus it is not charging the battery.

First, check your new battery is compatible with your laptop or not. if not, you need to buy another battery. If you don t know how to check the compatibility, just email to me(goodbatterystore6@gmail.com), I will tell you. If the new battery is compatible with your laptop, using another compatible original adapter to charge the new battery or install the new battery to another compatible laptop to check if the new battery is good or not, if the new battery still can not be charged. Then there are something wroing with the new battery. If it is ok, then there is something wrong with your laptop. Please check if your old battery work normal or not. if the old battery can work normal, then you should update your BIOS or check if there are programs prevent to using the new battery. If the old battery can not work normal, then there should be something wrong with your laptop.

Two reason.... One its not new and needs to be changed... Two, the battery is not for the Laptop you have. Need to confirm with Dell Support.

If you let it charge long enough and your new battery is weak...I would try another charger...but if that doesn't help then your new battery is defective.
