I do not mean illegal immigrants. I mean the legal immigrants who come to USA or UK after going through all the legal procedures.

historically so. bear in mind that the UK has a much higher population density than the US, thus the immigrant/citizen ratio is higher in the UK (affecting jobs availability, housing, etc.) i'd say in america (especially in the wake of 9/11 and the whole mexican border thing) immigrants are becoming a lot less tolerated. it also largely depends what nation of origin you're talking about with americans.
