first you need to take the top off of your water tank and see if there is a problem in the water tank itself. While you have the top off drop one of those 2000 flushes cleaners with bleach in the tank. Do not put regular bleach in the tank because it will erode the seals inside the tank.
Maybe it is not mold you are seeing but the inside works of your toilet dissolving.

I get these scrubbing "screen" things in the bathroom cleaner section at Albertsons. They are flat and they work like a pumice without damaging the toilet bowl. I wish I knew the exact name of what they were called, but I don't have it on me. They work so well.

Take a 2 litter bottle of Coke and pour it in the bowl. Let it sit overnight. Do not use Pepsi. There is something in Coke that cleans this kind of stuff.

put white vinegar on a few paper towels. Then place it over the area, let sit for a few hours. Then scrub with a tooth brush.

a steam cleaner...or get a new toilet...1000 flushes works great too unless you have pets who like to sip out of the toilet bowl...

try bleach...also, call a plumber and have the leak fixed before a real problem occurs.
