Some people are on welfare because, for the time being, they can't do anything else. It isn't their fault. Yes, there are scammers and liars out there taking advantage, but not all of them are. Maybe, with a better ecomomy, we wouldn't have so many people that just can't get by.

I think Bill Clinton did it when her reformed the welfare act. I think it is called family independance agency now and the program is welfare to work.
