I don't think everyone is reading the question correctly. The key word here is "Administration" A Phd in nursing administration is essentially a management degree in nursing. It is not a medical degree. It concerns topics such as human resources management, public policy, financial strategies, and legal/ethical issues in nursing. Assuming one already has a masters in nursing, the administration degree would allow this person to move into senior management positions in the health care field. I personally don't see any problem with getting this type of education in an online program format. Try doing a search for an online school on Google or Yahoo. Just be sure that they are accredited.

Because of the hands on requirement for nursing there is no way to complete a nursing PhD on line.

Nursing itself includes administration.Ph.D avilable for Hospital Administration.Nursing Administraion no Ph.D is known.It may be possible to take Ph.D in General Nursing in a regular college,not on line.
