SCRAPBOOK!!! or write him a song, but a scrapbook full of memories that you two share might be nice. you can also get all kinds of scrapbook supplies at craft stores these days that make the process a breeze.

As a married man:

I don't know if you might think men are all one-track-minded and he's GOT to want something nicer or more romantic than this, but trust me, if your husband is like most men, sexual favors make the most memorable and amazing anniversary presents. Go all out with whatever you're comfortable with.....explore some new sexual frontier with him. The nice thing is that this doesn't have to cost anything. Think of a sexy role playing scenario to act out with him. Buy handcuffs if you don't have them; they're relatively inexpensive and available at any adult store. Read Cosmo or go to Barnes & Noble and read one of the books that has ideas on how to spice things up. Try driving him out in nature somewhere remote and doing something there, if he's into that kind of thing. Or simply give him a book of coupons for sexual favors that he can use whenever he wants. Sorry if this is too personal of an answer or TMI but you asked for great surprises and creative ones, and these are the kind that most married guys I know would love. Hope this helps. It would be memorable for him!

On second thought, as I read everyone else's ideas, I think, some combination of what I already said and what everyone else has said would be nice. It's nice to have some way of looking back on where you've been and remembering good times together, and a nice romantic homecooked meal is always nice too, etc. But I stand by the first paragraph of advice I gave. =)

Well it all depends on how creative you want to get...

*Re-create your first date...
*Re-create your wedding night... book a night at a local hotel or the if possible, the place you spent your first night as husband and wife...
*Gather some pictures from your lives and place them in a photo album...
*go to onetruemedia.com and create a FREE video montage of your marriage... then show it to him on your anniversary night! And for as little as $20 you can buy the video!
*Cook a special meal together... in the nude, then get creative!

If he has a sense of humor, you could make a gag on the saying about the "seven year itch," where people supposedly get restless in their marriages in the 7th year. Maybe give him a coupon worth a back scratching any time he asks. You could elaborate on that, according to what else you know he likes along with the back scratched. :)
Also make up more coupons, and be sure to include food.

What does your husband like to do? How about cooking him a nice at home candle light dinner and then buy him a nice card and rent a movie to watch with him that he would like to see. Then after that give him the night of his dreams in the bedroom that he will NEVER forget! Have fun!

thats easy!! if you dont have kids or can find a sitter or someone to keep them over night... cook him his favorite meal ( if you can cook if not pick it up and hide the boxes he will never know ) then give him a bath wash every where not letting him touch you and then go to the bedroom and do everything he has ever wanted you to do in the bed.... trust me that will be a anniversary suprise he will never forget... oh and as cheap as you can get...

If you are lucky and can get gran and granp's to take the kids.... Get a big bowl of strawberries and choclate and whip cream :).... let your imagination go wild...

pretend you forgot be all mad at him when he gives you his gift and tell him Its tommorow get angry and (arange ahead of time for a friend to come over to take him out to comfort him hit bars or whatever) when he gets back have a nice candle lit dinner and night to follow according. Or you can do what my gf did for me the book do you know how much i love you. With the two little rabits the baby and dad you know what i am talking about. she bought it and pasted her name over the baby rabit and mine over the bigger rabits almost made me cry
