One of my family members has two jack russles that stay in the house.
And the next-door neighbor called the animal control on the dogs because he said that they bark too much and he can’t sleep. They gave her a fine. But there is about 10 other dogs that live closer to him then her.
So I want to do something not hurt full just annoying to get back at him and nothing that has to do with vandalizing. I don’t want to get in trouble. have any suggestions

It is best to just talk to the neighbor, explain that the dogs are in the house and that s/he is probably not hearing your dogs but one of the other dogs in the neighborhood. Most likely if you were given a ticket for the noise, this was not the first complaint by the first neighbor, or the cops heard the dogs barking. Don't do anything that will get you into trouble.

If your neighbor continues to complain, sent her/him ear plugs in the mail and tell them to have a good nights sleep.
