What is a "TWO-STEP" when referred to writing? Does anyone know?

I guess that the "two-step" refers to writing a draft first before you make a final draft. Whenever you need to write something, what you need to do first is make a note of various things(items) you want to cover. Then make a draft and edit that further to make a final copy.
