Two matrices A and B are equal to each other, written A=B, if they have the same dimensions and the same elements
[aij]=[bij] for i=1,...,n ; j=1 ,..., m.

A,B are both m×n matrices, A~B(A is equivalent to B)if and only if
B=PAQ
for P and Q any suitable nonsingular m×m and n×n matrices, respectively.
