據說 是陳述一件事情
"敘述事實"是習慣用法
敘述事實皆使用現在式
因此沒有it was said that的用法
以邏輯舉反例
據說以前那裏曾發生過火災
總不會因為過了一段時間就說
以前 據說那裏發生過火災吧
即使以前是據說 到現在不還是據說的事情嗎?
因此沒有it was said that的用法
