請問toeic英文文法題?

Question

1) The cook insisted that he --------- the soup.
 為何是taste? 而不是其它時態?

2) The effective tax rate for the previous year -------- 42 percent.
 A) was , B) has been, C) is , D) will be
個人認為A和C皆可，於是我選了C，但解答寫A (選C是因為以前學文法觀念印象中，在表示一個歷史或過去事件可用現在式，可以請網友幫忙解答一下C為何不行嗎?)

3) A suit (challenged) the licensing and distributing system was dismissed by a district judge. 請問括號中是哪裡錯了?

4) The new procedure was carefully explained in (daily e-mail) that (was received) by all employees yesterday morning.
 請問為何是daily e-mail錯而不是was received錯呢？(被全部員工收到，應該表示e-mail有很多呀,應該用were received?)

第一題我再補充一下：我做的toeic測驗第一題裡面有a, b, c, d四個答案可選，但沒有過去式tasted,並且正確解答是taste,所以我才問為何要用taste? 煩請知道的人解答。TKS!

只要單字動詞翻譯為以上四種翻譯 ,後面 that 子句的動詞
一律用原式
2. 因為他的過去式字眼已出現"the previous year "
(前幾年) 所以一定要選 " was"
3. 這是一個分詞問題喔
因為 the suit 這件套裝 是"自己挑戰"licensing and distributing system
所以動詞在主動時要加 ing

4.因為 E-mail 不可數 所以後面只能說 was received
至於 daily E-mail: 以我的觀點來看的話
daily 是指除了星期天之外會發行的
ex: daily news xx日報
至於這種公司用的 E-mail 報告那種 沒有像日報這種固定格式
和發行時間 所以不能說 daily E-mail

還有 是因為 " insist" 而在that 子句裡面省略 should
