(b)
Firstly, write the two half equations.
Ag(s) → Ag+(aq) + e-
2H+(aq) + NO3-(aq) +e- → H2O(l) + NO2(aq)

Add the two half equation together to cancel the electrons on both sides. The overall ionic equation is:
Ag(s) + 2H+(aq) + NO3-(aq) → Ag+(aq) + H2O(l) + NO2(g)

==========
(a)
Add one NO3- on both sides of the above ionic equation:
Ag(s) + 2H+(aq) + 2NO3-(aq) → Ag+(aq) + NO3-(aq) + H2O(l) + NO2(g)

The overall full equation is:
Ag(s) + 2HNO3(aq) → AgNO3(aq) + H2O(l) + NO2(g)
