如果1個65歲老人申請長者咭:至少要有以下條件
1.香港永久居民(住滿7年)
2.65歲以上
但那XX人就不
因他/她不是香港永久居民(住滿7年)

No, resident of Guangshou can only apply for an 長者咭 in Guangshou,
If he/she has a Hong Kong I.D. card, He/She can apply for an 長者咭 in Hong Kong.
Otherwise, No way.
This is the law of H.K. No reason.
