EX: The situation was bad but it could have been worse.
EX: The trip was canclled last week. Paul couldn't have gone anyway
because he was ill.
EX: You did very well to pass the exam. I'm sure I couldn't have passed
it.

EX: The trip was canclled last week.----

至少有兩種不同的語意,那麼[could have p.p.]

The trip was canclled last week. Paul couldn't have gone anyway because he was ill.
這裡的[couldn't have p.p.]
The trip was canclled last week. Paul couldn't go anyway because he was ill.
If you hadn't given him the money, he couldn't have gone.
這裡的[couldn't have p.p.]
You did very well to pass the exam. I'm sure I couldn't have passed it.
這裡的[couldn't have p.p.]
所以[couldn't have p.p.]
Even if the trip hadn't been canceled, Paul couldn't have gone anyway because he was ill.
Even if I had taken the exam, I'm sure I couldn't have passed it.

But for you, I could not have passed the test.
Paul couldn't have gone to the trip.

The situation was bad but it could be worse. 用過去式could be 而非過去完成式 could have been 。
2.
Paul couldn't have gone anywhere because he was ill.
You did very well to pass the exam.
學生:I'm sure but for your teaching I couldn't have passed it.

Jasmine 和 Kevin 的回答都很有理論,不過一般的情況下 could have/would have之類的表示法通常不具有假設意味 (Pratical English Usage by Michael Swan),Kevin所述的省略(even if)結構,我想基本上沒有寫出來,就是Mood與真實情況的問題,如果真要even if的文意進來,我想它會就直接寫出來。

My explanation on your question is:
If you say "I wish I could make it.", here "I wish I could" is a sense of expectation that maybe happen or not, not sure.
And this is why we have to use "could" rather than "can"; I believe it has mentioned in a high school English grammar program.
As the other two examples you indicated:
EX: The trip was canclled last week. Paul couldn't have gone anyway
because he was ill.
Here the "Paul couldn't have gone anyway because--" is a standard past sentence in negative way, in which the "couldn't" has no any "expectation" sense. And similar to the other example.
Hope the above explanation "could" help you some.

Thanks for Kevin's comments. Yet, I can't concur it and still hold my opinions unchanged.
