In Spanish, we use two words to translate the verb "to watch": observar and vigilar. If you mean the former, the translation is:
"Papá Noel te observa" (in the sense that he looks at you)
and if you use the latter:
"Papá Noel te vigila" (in the sense that he remains vigilant with respect to you)
Besides, you use "you" for both singular and plural of the second person, but we use "tú" (singular), "vos" (singular, only in Argentina, my country) and "Uds. - ustedes" (plural). Thus, when it comes to plural, the sentence would read:
"Papá Noel los observa" or "Papá Noel los observa a Uds."
or else:
"Papá Noel los vigila" or "Papá Noel los vigila a Uds."

Yes, you're right, but in some hispanic countries (like Mexico) they don't really use "Papa Noel," they use "Santa Clos." I don't know if that is the way they spell it, but that's the way they say it. I hope this can help you. :)
