秀才 = scholar, well-read person, person
不出門 = stay home, not leaving home/house, don't go out
便知= would know, still know
天下事 = things around the world, world events, everything, all things

A scholarly person need not leave the house to know what's happening in the world.
Well read people would know everything without leaving the house.
Scholars know (all) things without going out.
