Did your sister go to a US high school? If she can go to a US high school with a F2 visa, she will probably be able to go to an undergraduate/ college program with a F2, too, as long as your mother is still a F1 student in the language school.
However, laws and regulations changed a lot since I last checked and was in this system, your sister should really go to the Office for International Students to learn more about the most recent regulations.
Assuming she could go to college with F2, and your family have more that 4 years of tax record in the state she goes to school, she will probably be qualified as an in-state student. (in a public school)
But if private school, the cost is really the same.
Go to the Office for International Students, anyway. They are usually very helpful.
