During the press conference, Government Information Office Minister and Cabinet Spokesman Shieh Jhy-wey (謝志偉) stated -- apparently in all seriousness -- that the government values the Consumers' Foundation as it "represents the public."

It appears that both gentlemen could 〝do with a primer〞 in government. It is the Fair Trade Commission that represents the public, even if it does not always look out for every individual little guy. But then again, neither does the Consumers' Foundation.

我的詮釋用英文表達可為:

go back to government 101

用中文說:

應回頭搞清楚政府組織與功能的基本知識(暗諷其根本就沒搞清楚狀況)。

a "primer" in government is a "beginner's guide" to government.

do with a primer in government==>go back and pick up a beginner's guide to government function and organization …etc to study the basics ==> alluding to Mr. Shieh (Hsieh?)'s lack of even the basic understanding of the working and organization of government.

這應不是一句俚語,而只是作者本人的用語。用could助動詞(過去式)引導,更可看出那暗諷的含意。如果用can,那就只是單純的意見,也是諷刺,但更少了七八分的揶揄味。

Kevin 大,不從文法角度上看,而從修辭語氣來說,我自己在使用上,會如此考慮:

以譏誚的角度,用簡單的與現在事實相反方式來處理(你就是沒做,因為你根本就不會去做,我也不會妄想你會去做==>錯誤造成是因無能所致)。這也是我自己讀到揶揄意味的原因。

但如果以一個以上對下,或是稍微和善些的角度行文,則用與過去事實相反 (could have done)的方式處理(好可惜,你應該先…但是你沒這麼做==>我看來是有意把錯誤歸到失誤,語氣上減輕錯誤的嚴重性)。

這也只是井蛙之見,聽聽就好。

"Primer"的另一個意思是底漆。而 Primer in XXX (或 XXX Primer)是指XXX課的先修班或入門班。"a primer ingovernment" 是一堂governemt課的先修班(government是美國高中,大學必修的一堂課,是介紹美國憲法,政府機關的課程)。因此這句話 Both could do with a"primer in government"是是說兩位政府官可以先上一堂認識政府的入門班,才不會搞不清楚到底是誰才是代表消費者(應該是FairTrade Commission而不是Consumers' Foundation)。

不過primer是初級的意思
那句話的意思可能是 '從基礎做起'
